To simplify it a bit: Designing a website with strategy means that you are designing every aspect of a website with the intention of completing a goal. Typically the goal for your website is something like: book clients, get email sign-ups, direct people to sign-up for a course, provide information for a business, get people to buy a product, or whatever your businesses goals are.
